The Awardee of The first Hong Kong Humanity Award - Mr TO Chung



Mr. Chung To has been most notable in his achievement in serving and empowering minorities and vulnerable groups in Hong Kong and mainland China. To him, people who are most stigmatized in the society deserves better care and attention, whether they are children orphaned by AIDS, sexual minorities, sex workers, or people living with HIV.

Born and educated in Hong Kong, Chung moved to San Francisco in the early 1980s, when the AIDS epidemic just began. During the 13 years of living in the United States, Chung witnessed the social impact that AIDS brought to the American society, and lost many of his friends to AIDS, including his high school teacher.

Chung moved back to Hong Kong in the mid 1990s, and worked as a banker with frequent travel to mainland China, where he saw a serious lack of awareness of AIDS. In 1998, Chung founded Chi Heng Foundation with a few friends. Utilizing innovative and pragmatic approaches, Chi Heng has excelled in anti-discrimination and AIDS prevention and education among vulnerable groups.

In 2001, Chung became aware of an AIDS epidemic unfolding in Central China. After realizing the suffering of the children orphaned by AIDS there, Chung put his finance career aside, and devoted himself full time without pay to help the AIDS orphans. Chung currently sponsors the education and care for over 5,000 children whose parents have died of or are dying of AIDS in five provinces in China.
