Dear <name>, A lot of people might agree that Hong Kong is a rather blessed city compared with many other places in the world. We demonstrated our ability in preparing and resisting "Mangkgut", the super typhoon that hit Hong Kong earlier in September. Yet, with no difference to the rest of the world, we are now all facing extreme weather due to global climate change, in addition to local urban emergencies such as fire, traffic accidents etc. We do not have extraordinary power to control disasters happening.
